Punjab Municipal Development Fund Company (PMDFC) is a body corporate that may seek technical and financial resources from any bilateral and multilateral donor organization. The General Body and the Board of Directors (BoDs), predominantly comprising the civil society, are the main steering and policy-making authorities. Planning & Development (P&D), Finance and Local Government & Community Development (LG & CD) Departments have representation in BoDs of PMDFC. PMDFC management is headed by a Managing Director and the organization has Institutional Development, Engineering, Finance & Administration, Procurement, Environment, Communication, GIS and Internal Audit sections.
The Punjab Municipal Development Fund Company (PMDFC) strives to "Help Build Healthy Cities," excelling in surveying, planning, design, and municipal services. PMDFC has enhanced the institutional capacity of staff, significantly improving Punjab's quality of life through completed projects. Noteworthy achievements include the Punjab Municipal Services Improvement Project (PMSIP), which earned the World Bank Regional Vice President Award for its contributions. PMSIP included 41 sub-projects across 104 Tehsil Municipal Administrations, totaling Rs. 4010 million.
Currently, PMDFC is implementing the World Bank-funded 'Punjab Cities Program' (PCP) in 16 cities, introducing Performance-Based Grants (PBGs) to enhance urban management.
Additionally, PMDFC is working on a GIZ-funded project to strengthen local services in selected districts, emphasizing capacity building, regulatory frameworks, and gender inclusivity. PMDFC also oversees a UNICEF-funded project to treat wastewater in Rajanpur, aiming to minimize environmental impact and improve water quality for agriculture. After the successful completion of the revitalization of the wastewater ponds project in the district Sheikhupura.
PMDFC is also working to construct / Establish 2 Nos Solid Waste Management Material Recovery Facilities in Punjab. This is a PKR 505 million project under the Annual Development Program 2024-25 of the LG & CD Sector.
