Overview
Planning is one of the functions of TMA, which is to be strengthened by introducing a planning culture in the TMAs. The planning office is to be converted into an information hub for guidance and help regarding the infrastructure and services, and finance departments in identification of development projects. In this regard, PMSIP Action Planning was designed as a tool for rapid municipal infrastructure assessment leading to prioritization of development projects.
Purpose
The planning exercise introduces TMA to a systematic information based planning approach. The immediate purpose is to guide TMA leadership through a planning process leading to identification of projects. The most striking feature of the planning exercise is the involvement of stakeholders. The objective behind their involvement is to get endorsement for development plan. This process is hence, the amalgamation of technical inputs and the aspirations of the stakeholders.
Under the infrastructure development component; design and execution of subprojects for improvement of municipal services are being undertaken.
Interventions
The Institutional Development component is concerned with implementing a number of interventions including establishment of Performance Management System (PMS), Complaint Tracking System (CTS), and Computerized Financial Management System (CFMS) along with TMA Website Development. Introduction of IT culture at TMA offices through provision of basic & advance computer trainings and provision of requisite hardware, urban planning, and development of GIS based service delivery maps also form important components of ID interventions.
