As part of their official visit to Germany, a delegation led by Dr. Naeem Rauf, Chairman P&D, along with Mian Shakeel Ahmad, Secretary LG&CDD, and Mahmood Masood Tamana, GM ID PMDFC, visited the State Parliament of Hessian. The visiting team also included representatives from GIZ Pakistan, including Asim Shafi (Program Component Manager), Zubair Khan (Head of Finance & Admin), and Palwasha Kakakhel (Communication Specialist), who joined the discussions.
The delegation was warmly received by senior leadership and members of the Parliament, who shared a comprehensive overview of the state government’s structure, legislative framework, and mechanisms for coordination between state and local tiers. Discussions focused on Germany’s governance model, particularly the empowerment of local governments through clear legislative mandates and citizen-centric accountability systems.
The exchange of ideas centered on shared priorities, including transparency, participatory governance, and institutional strengthening, as key foundations for sustainable local development. The Pakistani delegation also shared insights from Punjab’s ongoing local government reforms and initiatives of the Government of Punjab, being implemented through PMDFC with the support of GIZ, aimed at improving municipal service delivery and enhancing the capacity of local institutions.
